In Surrey, they have a fairly reasonable way of dealing with aggressive dogs, although they also have the same “pit bull bad!” mentality… I researched it when my ferrets were killed (by a couple of labs.) A dog that attacks a domestic animal once is registered as a dangerous animal and subject to higher licensing fees. A second offense and the dog is put down.

Alas, I took pity on the dogs and didn’t report them. To be honest, I wish I had — the owners were complete idiots, and maybe it would have taught them to keep their dogs tied up. :/
